Increasing Amount of Backlog in APS Certificates
There has been an increasing amount of backlog in terms of the Akademische Prufstelle (APS) certificates as this has become a mandate in November 2022. In the way the academic assessment certificates are provided, the German mission located in New Delhi has made a change. The German Embassy has been issuing the certificates in paper-printed form till April 23, 2023. However, the Embassy has announced in its latest update that the students will be receiving digital certificates in order to facilitate a processing time that will be quicker.
The Academic Evaluation Centre in New Delhi has evaluated the academic documents of students from India. Through this, the APS certificates are provided which are a pre-requisite for student visa applications. As per the report, after the completion of the process, the students will receive their documents as a pdf file at the email address that they have registered. On April 24, 2023, the embassy began issuing certificates digitally, according to the report. However, candidates travelling to Germany on a partnership or exchange program were excluded from this ambit.
Moreover, it was assured that the move will not have any impact on those who have received their paper-printed certificates already. This is because such certificates remain valid for admission to universities in Germany. The move to accelerate processing times has been made to help students apply to Universities in Germany more easily. This will also reduce the backlogs they have been facing.

According to the response, as all resources have been transferred to verify the documents, they lack the resources to respond to the requests. Even though 7,000 applications have been reviewed and sent over, the German mission in India shed light on the number of applications that have been remaining. This year, the German mission is expected to verify more than 25,000 applications according to the statement. However, the German mission has confirmed that they do not plan to expand their operations outside of Delhi even with a growing backlog.
A spokesperson stated in the media that there is no need for opening APS offices in other cities since students can send in their required documents by post and with digital certificates, forwarding the certificates has become easier. Additionally, state-recognized universities in Germany have been working with the APS in order to facilitate a quicker processing time. Thus, this has subsequently allowed students to reach the universities in a timely manner.
