The High Court of Delhi has stressed the importance of career guidance to students of classes 11 and 12. It has directed the authorities to that ensure there exists an appropriate system of counselling in schools. Justice Sanjeev Narula quoted that it is essential for students to be counselled about decision-making processes.

The Case

He also directed the Delhi government to examine the issue of career guidance to school students. He stated that the experts must be consulted in this regard. This order was passed on a petition by an “exemplary student” who had failed to secure admission to Delhi University.

He alleged that his school did not caution him that two of the subjects that he had opted for in class 12 were not considered core subjects by the university. This has, therefore, attracted a penalty of a 2.5 per cent deduction of marks during the time of admission.

The court has also refused to grant the reliefs that the petitioner had sought. However, it stated that if students are made aware of the admission policies of different universities, they will be able to make an informed decision regarding the choice of their subjects.

Career guidance to students in Class XI and XII is crucial. Also, it is a great necessity to counsel the students in their decision-making process. Authorities who supervise education imparted to the students must come forward and ensure that an appropriate system of counselling is offered in schools.

They must also ensure that career guidance programmes or career fairs are offered in schools to assist students.

The court stated that the present petition is disposed of with a direction to the Delhi government and the DoE Department of Education in order to examine this issue by consulting with experts in the field. In case, if there are any doubts required to be filled in, they can do so by issuing appropriate directions to schools.

Cancelling of Affiliation

The petitioner also prayed to cancel the CBSE affiliation of his school stating that it lacked foundation. However, the court rejected his plea and stated that improper career counselling for some students cannot be a ground for de-affiliation.

The court stated that the contention of the petitioner is farfetched and exhibits a very orthodox approach towards education. He has considered the system of education just as it is centred around scoring marks. However, on the other hand, the School would have a different approach to the holistic development of students. They would encourage the students to select subjects depending on their aptitude.

In order to select a subject, the scoring of marks cannot be the sole criterion. The court also stated that there is no reason to direct Delhi University to dilute its standards for admission. This is because fixing the eligibility criteria is a policy decision. This lies exclusively within the domain of the University.
